Job Summary This position is located in the D.C. Department of Corrections, Office of the Deputy Director for Management Support, Contract Administration Division. CDA's operational focus is on supporting activities related to inmate care and custody. The purpose of this position is to ensure compliance with contractual requirements, administrative policies, and District regulations, as well as to identify issues or problems that may hinder contractual performance of program operations. Duties and Responsibilities Serves as Contracting Officer's technical representative for one or more of the department's contractual services to ensure compliance with contracts, grants, and agreements. Develops and implements metrics for evaluating contract performance. Evaluates contract-based operations to ensure efficient and effective operation, as well as compliance with contractual requirements. Obtains needed signatures, authorizations, and certifications for contract proposal documents. Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual obligations. Prepares document review summaries and other documents as needed, and reports findings and recommendations from contract auditing and monitoring activities. Participates in contract negotiations and briefs senior agency management on audit results. Coordinates with the Office of Contracting and Procurement (OCP) to ensure contract obligations are met. Requires knowledge of contract administration principles, policies, regulations, and procedures to manage various contracts and procurement actions. Must have knowledge of correctional administration policies and procedures, and be proficient in computer software for database management, report development, and tracking systems. Qualifications and Education This position requires specialized experience demonstrating the knowledge, skills, and abilities to perform the duties successfully. Typically, at least one (1) year of specialized experience must be equivalent to the previous lower grade. License and Certifications None Work Environment Primarily sedentary work performed in an office setting within a correctional facility, with some travel to other offices, facilities, and locations for projects, monitoring, or conferences.
