Position Summary:
The Cultural Heritage Director, under minimal direction of the Executive Director, will be responsible for the administration, organization and coordination of programming falling under the scope of this program. This includes Tlingit Language, cultural arts programming, Cultural Heritage Gaming, the Library & Frederica de Laguna Archive and research center, Culture Camp, and maintaining the Johnson-OMalley Parent Committee/Native education program. The Director will also be responsible for researching/applying for grant/foundational funding in support of these programs, as well as the associated reporting.
Essential Functions:
Cultural Heritage
- Coordinate, plan and help implement community cultural heritage classes and activities.
- Contract with artists to provide youth and adult cultural heritage classes and activities.
- Coordinate, plan, implement and hire all positions for Culture Camp (odd years).
- Coordinate, plan and implement travel for Celebration (even years).
- Oversee the implementation of the Adult Evening Language Classes.
- Report on grants received to support Cultural Heritage activities.
- Strengthen and maintain valuable community partnerships.
- Coordinate quarterly community activities with all partners.
Gaming
- Follow established Yakutat Tlingit Tribe Gaming policies and procedures.
- Keep detailed records of all pull-tab vendor sales, track purchases for all Cultural Heritage Gaming activities.
- Maintain gaming reporting quarterly and maintain Permittee and Vendor licensing annually.
- Strengthen and maintain valuable community vendor partnerships.
Johnson OMalley
- Maintain lists of upcoming and current JOM enrolled/eligible students and their parents/guardians.
- Host annual elections for the Parent Committee.
- Facilitate annual survey of JOM Students to plan for upcoming activities.
- Travel as needed.
- Other duties as assigned.
Culture Camp
- Develop narrative and budget for biennial culture camp events.
- Work with other YTT departments, and partners to provide programming during camp.
- Update position descriptions for contractual workers.
- Assist Human Resources in hiring, contract development and onboarding for camp staff.
- Update the camper applications and activity schedules.
- Oversee all of Culture Camp, ensuring data is collected, forms are complete, policies are followed.
- Other duties and roles as necessary.
Cultural Heritage Library, Archive & Frederica de Laguna Research Center
- Work with YTT IT department to set up the program under the NTIA Grant funds, ensure staff are onboarded to operate equipment properly.
- Provide time for Tribal Members & Community Members to access.
- Oversee staff of the Library and Archive.
Other Duties
- Travel as needed
- Maintain current partnerships with local, regional and statewide entities, including Yakutat School District, City & Borough of Yakutat and U.S. Forest Service, among others.
- Develop and execute long-term strategic plans in alignment with the organization's mission, vision, and goals.

Knowledge, Skills and Abilities:
Knowledge of:
- Structure, functions and operations of Yakutat Tlingit Tribes departments.
- Self-governing tribal, Federal and state laws and guidelines for the administration of federally funded grant projects.
- Professional management, business practices, and correspondence.
- Relevant federal, state and local laws, accrediting agency rules and regulations.
- Living and/or working outdoors in Southeast Alaska.
- And understanding of cultural heritage practices, traditions, and community values.
- Grant management and reporting processes.
- Gaming laws and regulations, particularly related to tribal and cultural heritage gaming.
- Local community dynamics and partnerships.
- Event planning and logistical coordination for both small and large-scale community activities.
- Best practices for adult education and youth development.
- The Johnson O'Malley (JOM) program, its rules, regulations, and enrollment procedures.
Skill in:
- Strong written and oral communication.
- Working well with others, to include public relations and supervisory
- Tracking and managing budgets for cultural heritage and gaming programs.
- Providing direction and support for staff, volunteers, and participants.
- Creating and implementing detailed plans for activities, classes, and events.
- Relationship-building to maintain partnerships with community vendors and other stakeholders

Work Environment/Physical Demands:
The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear.

Supervisory and Management Responsibility:
This is an executive level position with responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration decisions of an organization-wide function. The employee is accountable for the effective and efficient management of the work to achieve goals and objectives. The employee usually receives limited guidance in the form of approval/denial on matters of policy, service levels, goals or objectives from high authorities.
Minimum Qualifications:
- Bachelors degree in a field related to Cultural Heritage (Heritage Studies/Management, Archaeology, History, Museum Studies, Anthropology, Historic Preservation) or year for year experience with 4 years of progressive supervisory experience.
- Experience working with Tlingit Language, Culture and People required
- Previous experience or knowledge of the Department of Revenue Tax Division Gaming Group Statutes and Regulations is preferred.
- Knowledge of basic accounting (balancing checkbook, consolidating expenditures) is preferred.
- Ability to work well with others and especially with youth is highly desired.
- Must be able to pass a National Criminal and State background check.
- Valid Alaska Drivers License.
