here SUPERVISION - General supervision is provided by the Manager of Planning and Zoning.
ESSENTIAL DUTIES AND RESPONSIBILITIES -
- All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
- Assist in current planning activities, including zoning changes, variances, special exceptions, site plans, platting and subdivisions; provide case management in accordance with policies and procedures established for the development review process.
- Assist in comprehensive planning activities, including conducting background research and data collection; formulating long-range land use plans, development policies, and special planning studies; and preparing reports and plans.
- Assist in neighborhood planning, revitalization and preservation activities, including conducting background research and data collection; preparing revitalization plans and strategies; and serving as liaison to neighborhood groups and citizens.
- Assist the Director of Planning & Development Services in compiling accurate staff reports and other case materials for timely submission to the City Council; maintain case files according to established procedures.
- Explain basic regulations, programs and plans to assist citizens, developers, engineers, and the general public; serve as the Planner of the Day to consult in person with walk-in customers and review certificates-of-occupancy.
- Prepare maps, drawings and other graphics including making property site and field visits; prepare property site plans, zoning plans and sketches in ArcGIS and planning-related softwares; and maintain and update official City maps, including the zoning, annexation, ETJ and similar maps.
- Prepare, commit to, and implement a structured, self-directed program of continuing professional education that leads to certification by the American Institute of Certified Planners and accreditation by the Congress for the New Urbanism; fulfill other professional education obligations as the Director may require; subscribe to the AICP Code of Ethics.
OTHER DUTIES AND RESPONSIBILITIES - Answer and direct public inquiries in person, by phone, or through e-mail.
- Assist in compiling data for data summaries and research reports.
- Reproduce copies of zoning and other maps and drawings.
- Attend and participate in evening meetings, including the Planning Commission and Board of Adjustment.
- Prepare and post meeting packets to Planning Commission and Board of Adjustment members.
- Maintain case file records in Energov or related planning/permit software.
- Maintain planning and zoning-related information on the City's website.
- Perform other duties as assigned.
MINIMUM JOB REQUIREMENTS EDUCATION AND EXPERIENCE - PREFERRED: Master's degree from an accredited college or university with major coursework in urban planning or closely related field.
- No experience is required for candidates who have a master's degree.
- REQUIRED: A bachelor's degree from an accredited college or university with major coursework in urban planning or closely related field.
- One year of professional planning experience. An internship with a municipal planning agency may count as six months of professional experience.
LICENSES AND CERTIFICATES - Possession of a valid driver's license.
WORK SCHEDULE - Monday - Friday 8AM to 5PM
- Up to 3 evenings per month

The City is self-insured and offers a choice of four medical plans: HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.
The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.
The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
