This position is open to the following locations: Philadelphia, PA; Wilmington, DE; Washington, DC, Summary Of Duties The Project Controls Manager is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for a high complexity project or a moderate complexity program. Individuals in this role may act as a Scheduler and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with assigned Senior Level Practitioners, PMO Leader and other team members. Project Controls Managers work under indirect supervision of a Senior Manager of Project Controls and may lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners. Essential Functions Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data. Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor. Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting. Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio.. Drive evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. Develop and maintain automated project controls tools and workflows. Partner with business partners to assess new and ongoing projects to determine readiness for governance stage gates. Monitor actuals and work with peers to review forecasts against budgets. Support Executive status review meetings, Governance and Change Control Boards. Manage Controls data via EPPM, SharePoint or any other approved EPMO systems and tools Adhere to Amtrak Enterprise Project Management methodology. Minimum Qualifications Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. PLUS 7-10 years of relevant experience Experienced SharePoint, MSPS, Power BI/Access and Primavera user Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting) Strong project management skills Strong focus on collaboration, team building, and customer service Effectiveness working diplomatically across teams with varying objectives. Strong oral, analytical and written communication skills across all levels Ability to organize and present project portfolio reports, proposals, and other related portfolio information Preferred Qualifications Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. Experience with federal grants and working with federal agencies and their staff. PMP in good standing PMI-SP, PMI-RMP, CCP or PSP certification Six Sigma Green Belt Transportation Industry background Communications And Interpersonal Skills Must have excellent oral and written communication skills. The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
